The Sun in Law: An Interactive EU Lawmaking Game by EU&U & YES × Vincent Guerre

Who actually makes EU laws? 

The European Union decides on laws and regulations that affect everyday life across Europe, but the complex dynamics of the negotiation process can cause headaches even to veteran Brussels lobbyists. 

  • Who proposes legislation? What happens in trilogues? 

  • How do lobbyists and interest groups influence the legislative process? 

  • And how can you actually be heard by the institutions?

EU&U and the Young European Society are partnering with Vincent Guerre for an interactive workshop inspired by his book The Sun in Law. Participants will step into a simulation of EU decision-making and experience how negotiations, compromises, and institutional dynamics shape a piece of legislation from idea to outcome. 

Vincent Guerre worked for 14 years in EU institutions, first as an adviser to a Member of the European Parliament and later at the European Commission, contributing directly to the drafting and negotiation of European legislation. He now works in EU public affairs and designs simulations of EU decision-making, using humour and storytelling to make complex institutional processes more accessible.

The Sun in Law tells the story of an absurd proposal to regulate the colour of the sun across Europe. While fictional and satirical, the book closely mirrors real EU procedures, from Commission drafting and stakeholder consultations to parliamentary negotiations and late-night trilogues.
