Did you enjoy our previous simulation with Vincent Guerre? We’re back with another engaging and interactive game to explore how EU decision-making works in practice.

• How does the EU respond when faced with an unexpected crisis?

• Who decides what the EU should do, and how do the different institutions work together?

• What happens when different interests, priorities and perspectives have to come together?

EU&U and the Young European Society are once again partnering with Vincent Guerre for an interactive simulation of EU decision-making, inspired by his new book What Would the EU Do?.

Following our previous successful simulation, we invite you to step into the shoes of EU decision-makers and experience the EU’s ordinary legislative procedure in a completely different way. Through a fictional crisis scenario, participants will take on different roles, negotiate, debate and try to find common ground while discovering how the European Council, European Commission, European Parliament and Council of the EU interact throughout the process.

You will actively participate in one part of the simulation and observe the other stages, with short debriefings giving everyone the opportunity to share their views, reflect on what happened and connect the game to the real-world EU decision-making process.

About the author

Vincent Guerre worked for 14 years in EU institutions, first as an adviser to a Member of the European Parliament and later at the European Commission, contributing directly to the drafting and negotiation of European legislation. He now works in EU public affairs and designs simulations of EU decision-making, using humour, storytelling and games to make complex institutional processes more accessible.

His new book, What Would the EU Do?, explores the EU’s response to extraordinary situations through a fictional and humorous lens, raising questions about how European institutions work together, make decisions and respond to crises.
